The Tracy Police Department’s Special Investigations Unit (SIU) recently received information regarding suspected cocaine sales occurring at local bars. As part of the investigation, SIU detectives partnered with the California Department of Alcoholic Beverage Control (ABC). Through this collaboration, detectives learned that ABC agents had also received community tips regarding suspected drug activity at Rusty’s Bar, located at 320 Grant Line Road.

On July 7, 2026, SIU detectives, working alongside ABC agents, conducted a buy-bust operation at Rusty’s Bar. During the operation, 46-year-old Amy Carter of Manteca, California, sold suspected cocaine to an undercover agent.

Following the transaction, Carter was detained while she was attempting to dispose of additional cocaine in the bar restroom.

Carter was arrested and booked into the San Joaquin County Jail.

This investigation is a reminder that public safety is a shared responsibility. The successful outcome was made possible through the collaboration between the Tracy Police Department and our partners at ABC, as well as the information provided by community members who reported suspected illegal activity. Together, we can make a difference and help keep Tracy a safe place to live, work, and visit.

The investigation remains open and ongoing.  Anyone with information related to illegal drug sales is encouraged to contact the Tracy Police Department at (209) 831-6550. Anonymous tips may also be submitted by calling the Tracy Police Department Tip Line at (209) 831-6TIP or by emailing TracyCrimeStoppers@TracyPD.com.
